每年的政府工作報告似乎成了CATTI考生和MTI考生必看內(nèi)容烂琴。但是很多同學覺得報告篇幅又長又枯燥爹殊，實在是看不下去。前幾天還看到有個同學在朋友圈吐槽奸绷，還有什么事比看政府工作報告更讓人頭大梗夸？
其實仔細讀完之后我們就會發(fā)現(xiàn)，政府工作報告比一般的文本翻譯要簡單很多号醉，因為它有不少套路反症，而且這些套路容易掌握。
我們高齋沖刺班最近就在練習政府工作報告和演講致辭畔派，講解很細致铅碍，包括斷句思維、用詞細節(jié)线椰、句型選擇胞谈、語法知識等等。最近有不少學員讓我在“高齋CATTI”上分享下20年政府工作報告的學習方法憨愉。
今天就給大家分享下政府報告的文本特點烦绳，幫助大家高效學習20年政府工作報告。
01
小標題的翻譯：
結(jié)構(gòu)統(tǒng)一配紫，主被動基本保持一致径密。
政府工作報告回顧19年部分
在時態(tài)上都是過去時，在語態(tài)上可以是被動sth were done躺孝，也可以是主動形式sth did或者we did享扔，這樣主被動交替使用。
因為整篇若全部使用主動或全部使用被動括细，就會顯得句式單一伪很。但是前后結(jié)構(gòu)需要統(tǒng)一，要不都是被動奋单，要不都是主動锉试。給大家就幾個例子來說明。
1. 下面三個連續(xù)的小標題览濒，都是過去時態(tài)呆盖，并且是主動sth did。
① 經(jīng)濟運行總體平穩(wěn)贷笛。
The economy remained stable overall.
② 發(fā)展新動能不斷增強应又。
New growth drivers became stronger.
③ 民生進一步改善。
Living standards continued to improve.
2. 下面兩個連續(xù)的小標題乏苦，都是過去式株扛，使用被動sth were done尤筐。
① 改革開放邁出重要步伐。
Major headway was made in reform and opening up.
② 三大攻堅戰(zhàn)取得關(guān)鍵進展洞就。
Pivotal progress was achieved in the three critical battles.
3. 下面兩個連續(xù)的小標題盆繁，都是使用主動，過去式we did旬蟋。
① 我們隆重慶祝中華人民共和國成立70周年……油昂。
We celebrated the 70th anniversary of the founding of the People’s Republic of China.
② 中國特色大國外交成果豐碩。
We achieved fruitful outcomes in pursuing China’s major country diplomacy.
政府工作報告展望20年部分
使用將來時will倾贰，need to冕碟，should，常用主動形式we will匆浙，China will等等安寺。will有一個用法就是顯得正式，更能體現(xiàn)出政府的責任和目標首尼。例如下面這四個連續(xù)的小標題我衬，都是有we will do sth：
① 加大減稅降費力度。
We will further cut taxes and fees.
② 推動降低企業(yè)生產(chǎn)經(jīng)營成本饰恕。
We will reduce enterprises’ production and operating costs.
③ 強化對穩(wěn)企業(yè)的金融支持挠羔。
We will increase financial support to keep business operations stable.
④千方百計穩(wěn)定和擴大就業(yè)。
We will make every effort to?stabilize and expand employment.

正文內(nèi)容的翻譯：主被動交替使用埋嵌。
下面這段話取自2020年政府工作報告“今年發(fā)展主要目標和下一階段工作總體部署”部分破加。
第一句“推動降低企業(yè)生產(chǎn)經(jīng)營成本”是總結(jié)性的話，表達展望雹嗦，用將來時We will encourage...范舀，will有一個用法就是顯得正式，更能體現(xiàn)出政府的責任和目標了罪。正文部分則是主被動交替使用锭环，即We will reform...；The role ...will be strengthened泊藕；...will be given...辅辩；We will boost....
推動中小銀行補充資本和完善治理，更好服務(wù)中小微企業(yè)娃圆。改革創(chuàng)業(yè)板并試點注冊制玫锋。強化保險保障功能。賦予省級政府建設(shè)用地更大自主權(quán)讼呢。促進人才流動撩鹿，培育技術(shù)和數(shù)據(jù)市場，激活各類要素潛能悦屏。
We will?encourage small and midsized banks to replenish capital and improve governance, so that they can better serve micro, small, and medium businesses.?We will reform?the ChiNext stock market and pilot a registration-based IPO system.?The role of insurance in protecting against risks will be?strengthened.?Provincial-level government will be?given more power to approve land use for construction projects.?We will boost?the flow of human resources, foster technology and data markets, and thus unleash the potential of all types of production factors.

政府報告表達習慣
政府工作報告喜歡用work to节沦，continue to键思，表示強調(diào)，這是政府報告表達的一個習慣甫贯，例如：
① 著力抓好農(nóng)業(yè)生產(chǎn)稚机。
We will work to?bolster agricultural production.
② 中國致力于加強與各國經(jīng)貿(mào)合作，實現(xiàn)互利共贏获搏。
China will continue to?boost economic and trade cooperation with other countries to deliver mutual benefits.
③ 深入推進大眾創(chuàng)業(yè)萬眾創(chuàng)新。
We will continue to?encourage business startups and innovation nationwide.
④ 繼續(xù)推動西部大開發(fā)失乾、東北全面振興常熙、中部地區(qū)崛起、東部率先發(fā)展碱茁。
We will continue to?promote large-scale development in the western region, the full revitalization of the northeast, the rise of the central region, and the trailblazing development of the eastern region.
⑤ 要堅持現(xiàn)行脫貧標準裸卫，強化扶貧舉措落實，確保剩余貧困人口全部脫貧纽竣。
We will continue to?apply the current poverty alleviation standards, take stronger steps to implement poverty reduction measures, and ensure that all remaining poor people are lifted out of poverty.

政府工作報告常用說法
積累近幾年政府工作報告常用說法墓贿，多次重復(fù)的內(nèi)容，加深記憶和理解蜓氨。舉幾個例子來說明聋袋。
城鎮(zhèn)新增就業(yè)
① 全年城鎮(zhèn)新增就業(yè)1314萬人。（17年）
A total of 13.14 million new urban jobs were added?over the course of the year.
② 城鎮(zhèn)新增就業(yè)6600萬人以上穴吹，13億多人口的大國實現(xiàn)了比較充分就業(yè)幽勒。（18年）
More than 66 million new urban jobs have been added,?and our country, with its population of over 1.3 billion, has achieved relatively full employment.
③ 城鎮(zhèn)新增就業(yè)1361萬人、調(diào)查失業(yè)率穩(wěn)定在5%左右的較低水平港令。（19年）
A further 13.61 million new urban jobs were added,?and the surveyed unemployment rate remained stable at a comparatively low level of around 5 percent.
④ 城鎮(zhèn)新增就業(yè)1352萬人啥容，調(diào)查失業(yè)率在5.3%以下。（20年）
Around 13.52 million new urban jobs were added,?and the surveyed unemployment rate was below 5.3 percent.
從上面的例子可以看出“城鎮(zhèn)新增就業(yè)”可以表達為：
A total of +數(shù)字+new urban jobs were added（17年）顷霹；
More than+數(shù)字+ new urban jobs have been added（18年）咪惠；
A further+數(shù)字+new urban jobs were added（19年）；
Around +數(shù)字+ new urban jobs have been added（20年）淋淀。
“新增城鎮(zhèn)就業(yè)”遥昧，new urban jobs表述未變；“增加”朵纷，add這個動詞也沒變渠鸽。區(qū)別在于它們對數(shù)字的描述。
a total of表示總計柴罐，further這個詞強調(diào)了“更多的徽缚，進一步的”之意，表明此前城鎮(zhèn)就業(yè)已經(jīng)有所增加革屠，在那基礎(chǔ)上又有所增加的意思凿试。數(shù)字比較大的時候排宰，前面可以加More than/around等這些詞，有時候也可以不加那婉。
發(fā)展新動能
① 發(fā)展新動能不斷增強板甘。（17年）
New drivers of growth?gained strength.
② 五年來，發(fā)展新動能迅速壯大……详炬。（18年）
Over the past five years, new growth drivers?have rapidly grown in strength.
③ 發(fā)展新動能快速成長盐类。（19年）
New growth?drivers grew rapidly.
④ 發(fā)展新動能不斷增強。（20年）
New growth drivers?became stronger.
從上面四個句子可以看出呛谜，“發(fā)展新動能”可以翻譯為New growth drivers或者New drivers of growth在跳。
此外，growth drivers也可以說driving forces for/behind economic growth隐岛，不過最簡潔的是growth drivers猫妙。
表示“不斷增強/快速成長”時，gained strength聚凹，grew in strength割坠，grew rapidly，became stronger這幾個可以互換妒牙。
這幾句都是取自對過去一年的工作總結(jié)彼哼，用過去時；2018年湘今，因為有完成時的時態(tài)標志詞“五年來”O(jiān)ver the past five years沪羔，所以用完成時have rapidly grown in strength。
改善民生
① 人民生活繼續(xù)改善象浑。（17年）
Living standards were improved.
② 五年來蔫饰，人民生活持續(xù)改善。（18年）
Over the past five years,?living standards have been constantly improving.
③ 民生進一步改善愉豺。(19年）
Living standards continued to improve.
④ 人民生活持續(xù)改善篓吁。（20年）
Living standards continued to improve.
從上面四個句子可以看出，“民生/人民生活”翻譯為Living standards蚪拦，注意是standards杖剪；
“改善民生”一般搭配動詞improve，17年是被動Living standards were improved驰贷，其他的都是主動盛嘿，其實“民生”多用主動，直接說Living standards continued to improve.
“持續(xù)/進一步”翻譯為continued to/constantly括袒，其實也可以說further次兆。
以上只是個框架性的總結(jié)。大家在翻譯學習中要學會注重細節(jié)锹锰，認真思考為什么這樣選詞芥炭、選句型漓库，熟悉政府工作報告的用語特點。
弄懂之后就反復(fù)翻看园蝠，慢慢就記住一些常見表達和句型了渺蒿，翻譯水平也會隨之提高。這樣政府報告翻譯也就難不倒我們啦彪薛。
