A New Opportunity for Developing China-Bahamas Cooperation

As important members of emerging economies and the developing world, Latin American and Caribbean countries play a major role in safeguarding world peace and development and boast huge development potentials and bright prospects, making them a rising force in the global landscape. Though far apart, China and Latin America and the Caribbean have a long history of people’s friendship. China pay great attention to the development of relations with Latin American and Caribbean countries, and proposed various visions and plans in different periods.

拉美和加勒比地區(qū)是新興經(jīng)濟體和發(fā)展中國家的重要組成部分，是維護世界和平與發(fā)展的重要力量,是國際格局中不斷崛起的一支重要力量祠肥，擁有巨大發(fā)展?jié)摿土己冒l(fā)展前景。中國同拉美和加勒比國家相距遙遠(yuǎn)，但中拉人民友誼源遠(yuǎn)流長。中國重視與拉美和加勒比地區(qū)關(guān)系诀姚，在各個時期提出了發(fā)展對拉關(guān)系的愿景和規(guī)劃嘱能。

In 2008, the Chinese government issued its first policy paper on Latin America and the Caribbean, putting forward the goal of establishing a comprehensive and cooperative partnership featuring equality, mutual benefit and common development with Latin American and Caribbean countries. In 2014, leaders of the two sides held a meeting in Brasilia and jointly announced the establishment of the comprehensive and cooperative partnership of equality, mutual benefit and common development. Since then, the relations have entered a new stage of comprehensive cooperation. By the end of 2016, China issued its second policy paper in view of the new developments of China-Latin American relationship and changes in the international relations after the global financial crisis, which draws a new blueprint for the greater development of China-Latin American relationship, and provides a new and rare opportunity for Caribbean countries, in particular, The Bahamas, to enhance its cooperation with China.

2008年中國政府發(fā)布首份對拉政策文件，提出建立平等互利员咽、共同發(fā)展的中拉全面合作伙伴關(guān)系這一階段性目標(biāo)，并在2014年的中拉領(lǐng)導(dǎo)人巴西利亞會晤上確立了上述關(guān)系定位退客，開啟了中拉關(guān)系全面合作的新階段骏融。2016年底链嘀，根據(jù)中拉關(guān)系的新發(fā)展和國際金融危機后國際形勢的新變化，中國政府發(fā)布第二份對拉政策文件档玻，描繪了推動中拉關(guān)系實現(xiàn)更大發(fā)展的新藍(lán)圖怀泊，為加勒比地區(qū)國家特別是巴哈馬加強與中國的合作關(guān)系提供了新的難得機遇。

The main idea of the new policy paper is as follows: China is committed to building a new relationship with Latin America and the Caribbean with five salient features, namely, sincerity and mutual trust in the political field, win-win cooperation on the economic front, mutual learning in culture, close coordination in international affairs, as well as mutual reinforcement between China’s cooperation with the region as a whole and its bilateral relations with individual countries in the region. We aim to bring the comprehensive and cooperative partnership to a new height by bringing the two sides into a community of shared future in which all countries join hands in development. The main objectives and policies include:

新的對拉政策文件的核心是误趴，通過構(gòu)建政治上真誠互信霹琼、經(jīng)貿(mào)上合作共贏、人文上互學(xué)互鑒凉当、國際事務(wù)中密切協(xié)作枣申、整體合作和雙邊關(guān)系相互促進(jìn)的中拉關(guān)系“五位一體”新格局，推動中拉全面合作伙伴關(guān)系再上新臺階看杭，打造中拉命運共同體忠藤。主要目標(biāo)和政策舉措包括：

Sticking to the principle of equality and sincere mutual support. China maintains that all countries, big or small, strong or weak, rich or poor, are equal members of the international community. China respects the right of Latin American and Caribbean countries to choose their own paths of development and is ready to work with Latin American and Caribbean countries to strengthen exchanges and deepen strategic mutual trust. The Chinese government appreciates that the vast majority of Latin American and Caribbean countries abide by the one China principle and support China’s great cause of reunification. China stands ready to strengthen exchanges in governance experience with Latin American and Caribbean governments, legislative bodies, political parties, and entities at the local level.

堅持平等相待，始終真誠相助楼雹。中國堅持國家不分大小模孩、強弱、貧富都是國際社會平等成員贮缅，中國尊重拉美和加勒比國家自主選擇發(fā)展道路的權(quán)利榨咐，愿同拉美和加勒比國家加強交流，深化戰(zhàn)略互信谴供。中國政府贊賞絕大多數(shù)拉美和加勒比國家恪守一個中國原則块茁，支持中國統(tǒng)一大業(yè)。中方愿同拉美和加勒比國家在政府桂肌、立法機關(guān)数焊、政黨、地方等部門加強往來和治國理政交流轴或。

Seeking mutually beneficial cooperation and common development. China is ready to build new framework of pragmatic cooperation with Latin American and Caribbean countries, guided by the China-Latin American and Caribbean Countries Cooperation Plan (2015–2019), utilizing trade, investment and financial cooperation as driving forces, and identifying energy and resources, infrastructure construction, agriculture, manufacturing, scientific and technological innovation and information technology as cooperation priorities, actively explore the new model for capacity cooperation (which refers to jointly building the three major passages of logistics, electricity and information in Latin America, enabling healthy interactions among the enterprise, society and government, and expanding the three financing channels of funds, credit loans and insurance), and speed up quality improvement and upgrading of the cooperation between China and Latin America and the Caribbean. In accordance with China’s financial capacity and level of economic and social development, China will continue to provide economic and technical assistance to Latin American and Caribbean countries without attaching any political conditions.

堅持互利合作昌跌，促進(jìn)共同發(fā)展。中方愿同拉方以《中國與拉美和加勒比國家合作規(guī)劃（2015-2019）》為指引照雁，以貿(mào)易蚕愤、投資、金融合作為動力饺蚊，以能源資源萍诱、基礎(chǔ)設(shè)施建設(shè)、農(nóng)業(yè)污呼、制造業(yè)裕坊、科技創(chuàng)新、信息技術(shù)為合作重點構(gòu)建合作框架燕酷，積極探索產(chǎn)能合作新模式（即共建拉美物流籍凝、電力周瞎、信息三大通道，實現(xiàn)企業(yè)饵蒂、社會声诸、政府三者良性互動，拓展基金退盯、信貸彼乌、保險三條融資渠道），推動中拉合作加快提質(zhì)升級渊迁。中國將根據(jù)自身財力和經(jīng)濟社會發(fā)展?fàn)顩r慰照，繼續(xù)向拉美和加勒比國家提供不附加任何政治條件的經(jīng)濟技術(shù)援助。

Exchanges and mutual learning, as well as carrying forward the friendship from generation to generation. China stands ready to strengthen cooperation in the fields of education, science and technology, culture, sports, health, journalism and tourism with Latin American and Caribbean countries. China will actively hold dialogues between civilizations to bring the hearts of our peoples closer, and make contributions to promoting the harmonious coexistence of different civilizations in the world. China will continue to support cultural groups to conduct exchanges, increase the number of government scholarships, support direct flight and enhance the exchanges between the peoples as well as think tanks.
